I've yet to see an SC10 take a win in either "stock" or "mod" class at my local track.

It's more about the driver than anything.

It's all of a 20 to 30 dollar savings with the kit over RTR - I wouldn't let that deter me were I wanting one over the other.

Depends on what you want to do. If you want...

Depends on what you want to do.

If you want to race right now - get the SC10 RTR.
If you plan on having a project for a while and then getting an esc/rx/brushless get the kit.
