They could try, but the physics behind RFID will make it hard to get split second accuracy and since that's not a key requirement for them, they're not likely to put effort into the engineering.

I doubt MyLaps would create a new product line for house transponders. Clubs can just loan out regular MyLaps transponders if they were willing to buy new transponders.

I'd certainly make an attempt to prevent unauthorised transponders from working but I wouldn't do it at the expense of house transponders without offering an equivalent replacement product.
