It's not the diameter of the lamination, it's that metal ring hitting the inside of the can. When I leave the paper insulator out, it fits. I just don't want the thing to short out.

Look at the difference in thickness of the metal ring on top. Is that what you are referring to? That's whats stopping the end bell from fitting.
