You forgot about the spring tension preventing...

You forgot about the spring tension preventing the screw from tightening when installed correctly. If it is installed incorrectly the spring tension and the rotation will cause the bolt to loosen up.

JRSlash is correct. The set screws are there just to prevent the sway bar from wearing on the cover. If you overtighten the screw it will cause the bar to bind and cause inconsistent handling....

Check to see if you put the spring clips under the shock shaft bellows. If the are over the top the spring clip cannot fully seat on the shock eye.
