Default Padding under tires

I seen a sponsored driver put padding under the foam with the tire. Does anyone know why this is done? If so where can I get the padding from ?

im assuming its done to give the feeling of a little bit of more firmness

Onroad? Offroad? What tires?

Some rules only allow specific foams for racing, so also double check that. And why do you think you need the padding? Blindly doing what another racer does is usually not the right approach
