CAnt tell from that picture, but it looks close to zero. If you look on the can (not the endbell) there is a little sticker with the timing notches listed there. The notch on the endbell lines up... and that is how you lign up the timing.
If I remember right, if you spin the endbell all the way to the right (while looking at it like your picture) is 0, all the way to the left is 24.

All you have to do is loosen the 3 hex screws a bit, dont take them out.
Then you can rotate the Black end seal cap. Twisting it clock ways lowers your timing, anti clock ways increases your timing.
So twisting it clock ways, all the way will put you at 0 timing
