Questions?? Power Budget for ESC and motors

Hello, I am trying to make a power budget for an autonomous RC boat, but I am a bit confused on how to do that. I am designing this vehicle for a school project and the budget is a requirement. The ESC is the 60A Brushless Marine ESC 2-3s. Would its total power used be the 60A * 11.1V (for a 3s) ? The motor is a turnigy brushless motor rated at max 48A . Would its power just be 48A * 11.1V ? And then would you add those two values together for the total strain on the battery? That comes out to quite a large number, and I was under the impression that the ESC is giving power to the motor so wouldn't you be counting that power draw twice if you did it the above way? Is there another rating on how much power the ESC actually uses?
