What are the differences between short stacked motors and regular motors and can they be used in 1/10 touring?

For the most part it's marketing hype. Competition between manufacturers ensures that most motors of the same wind and generation are similar. There will be outliers, but the differences in performance usually don't show at the club level.

Short stack is a marketing term. Motor manufacturers found they could improve performance by making the stator shorter. A marketing person decide to advertise this as "short stack". Each manufacturer wants to be competitive with the others so they all use shorter stators now.
Additionally there are now limits on how short the stator can be for the motor to be legal in spec classes like VTA, USGT, and 17.5 TC.
What this all means in the end is that the motors will all perform very similarly and there really isn't a difference between a "short stack" and "regular" motor.

i know that short stack motor have less torque but more rpm, and generate more heat. The lenght difference of the stator is minimal

The difference in the length of the stator may be minimal but the length of wire wrapped around the stator is shorter, shorter length of wire = less resistance = more power. The rotor strength is alot higher on modern motors as well. Short stack can be down to 19.4mm, older stock motors are normally over 20.0mm stack length.

Ultimately, if you crash more than maybe once a race, a slightly faster motor just means your car will be going slightly faster when you crash.
If you can't practice an entire battery at race pace, and only crash once, maybe twice. A new motor is not going to make you any faster.
