Main difference it appears is power capability, up to 20 Amps or 400 Watts per side compared to 30 Amps or 700 Watts per side. Whichever comes first in each case. The 700 also has higher balancing current to go with the charge power. Slightly higher discharge power.

The TP power supply isn't powerful enough to drive either charger to full power. But depending on what size packs and at what charge rate you need it may be enough and work well.

What are you looking to charge and at what rates, including possible future needs?

Im new to this & just trying to get educated. but im looking for the the best charger & power supply for high output 2s lipo. Originally was looking at the hitec x4 , but was talked out of that due to its low output. Then the graupner & was talked out of that due to its low output and Flashy B.S. IDK. My original combination came recommended by a tekin tech. X2 400 or 700 , thunder power TP1527ps & thunder power lipo's due to there high rate of charge ( I believe they can be charged at a rate of 8s) . Again IDK. Ive been through a traxxas duo charger , charging 3 s. We have out grown that pretty quick. And burnt that up.. Charging for 3 racers at same time. Just want the something thats dumby proof . Meaning not alot of flashy B.S that useless but yet has a ton of over kill power also dont want to wait around for batteries to be done.. Very confused..

Also was looking at the protek pj1, x2 400 or 700 . But was talked out of that due to that set being for larger lipo's used for aircraft. I dont plan on running anything bigger then say a 4s .
