lipo balancer with higher current drain capability

Does anyone make a standalone or DC powered lipo cell balancer that is capable of 1 amp or similar discharge rates. Some of my cheaper lipos have 1the cell that likes to self discharge and really throws balance out of wack and takes forever to balance. I know this indicates a defective cell and the associated dangers of it, but I have been using them in starter boxes and to power engine heaters successfully without incident. Just looking for a faster way to rebalance packs instead of my current method of charging just the drained cell with jumpers at balance tap.

That might be the fastest way.. some chargers will balance charge packs faster than others though. Seems like it would take longer to discharge down to balance than charge up to balance.
