EDIT!!! Every once in a while the voltage with differ by about .1v, not sure how severe that is but that's the largest it's ever been different. 7.83v compared to 7.71v is the biggest difference I've seen.

I stopped the discharge at about 25 minutes and the cell difference was about .25v max.

Yeah im guessing its a bad cell. Its .25V off at a 5A rate, so at a 30A rate which youd see while driving it would be about 1.5V difference.
