Orion Vortex Pro
 
I plan on using my Orion Vortex Pro on my 1/8th scale Late Model . The ESC is rated for 4000 KV and is 160amp . The motor I am going to use is a 2650 Tekin . What do you guys think ?

Exactly which Orion ESC are you thinking of trying? The "8" series ones, yes, it's designed for that. The "10" series ones, probably not as those are 1-3s rated depending on the exact model and I suspect a 1/8th car would be running 4s.

I am using the Vortex R-10 pro 160 amp 4000 kv rating . Our class rules state we can only run up to a 3 cell lipo and 2650 motor

You'll need to know the exact amp draw of that motor - kv rating means nothing in terms of what an ESC can/cannot handle. For example, 540 motors are generally rated at a higher kv than an equivalent turn 550 but the 550 will draw more amps and heat the ESC more.
