ESC/Motor Question...

So will a 35 amp EZ run esc, work with a Tacon 4300Kv/9T motor? will the esc be able to handle it? note it has a cooling fan and capacitators.

A TOP photon, and around 3:1 or 3.5:1 somewhere between there.

Yes, the 35A is ideal for the 2848 Tacon motors.

And I am sure you know this, but I just read your signature and thought I should stress the issue. This is a budget system and it could melt if you attempt to set a land speed record with it, but should be perfect for a track or driveway.
