Novak 550 4.5hv motor question

I received this motor in a trade and I'm kinda new to sensored motors. It spins really freely, and it doesn't seem to brake very well. Is it worn out? Will a new rotor help? Thanks!

How is your ESC configured ?

Braking power is adjustable in the ESC usually

Centre your throttle trim
Set your throttle / brake EPA's (travel) at 100%
Calibrate the ESC to your transmitter
