Thats because of they rebrand it from surpass. Not only motiv. Slidelogy, and several other brands also rebrand from them. Its not rare to see something like this anymore.

Shouldnt come as a surprise. Lots of Chinese manufacture do OEM for a number of brands. Modifiy has the exactly the same fan

Not the same fan, I have both. I recommend the WTF fan over the Tornado.

I've found the Trackstar aluminum fan priced at $9.99 does a great job and also appears to be made by the same manufacturer as the other 30x30 aluminum fans.
