this is a new battery do i need to charge and discharge it like 12 times before it gets fully charge

If 5 amps is what you got, use it. Set for one cell of course.

Really no need to cycle it, not recommended. Charge it first, should come with ~half charge, run it. They do improve slightly after a few cycles, but not by much, hard to tell even, use it for some practice. Cycling mostly would burn up available lifespan for very little gain.

If for some reason you feel you must cycle, make sure you don't over discharge it, especially if using a slow discharge that most chargers are limited to. A slow discharge to some of the recommended voltage cutoffs is typically much more severe than same in the RC, due to less voltage drop under the light load.

You can't really go wrong with that charger's charge current. 5A can't hurt that battery. However be sure your charge and discharge cutoffs are set right.

Happy charging!
