Those are rcvr hump pacs. Fast charge is 1amp and slow charge os 0.5amp. They will last longer if you slow charge them as much as you can. These smaller cells don't take higher rates well and get too hot. You wind up cooking the life out of them.
If they've been sitting for a while, you prob need to cycle them a few times to get them back into shape. Your charger doesn't offer much in the way of discharge (think its 5watts, max 1amp) which means it'll be very slow in discharging, but early on if the packs are weak, it will prob do OK. I discharge mine at 0.5amps to 0.9v/cell or 4.5v for a 5 cell pack. Once they start recovering, discharging will take longer and longer. May be better discharging it with an 1157 auto tail light bulb. I have a TC 1030 charger and when I need to do this I set mine of 3 cycles discharging, then charging at 0.5a and 0.5a. Takes overnight or a little longer. The TC 1030 doesn't have a low discharge wattage limit so it will maintaing a constant 0.5amps. The advantage of doing it on teh charger is you can see the mah being discharged each cycle and see when the discharge mah stabilizes. Thats as good as it's going to get.
