Default passport ultra charger question

i just got a passport ultra charger and seem to be having some difficulties.

how long does it take to balance a battery. i am trying to balance a 5000 mah 2s battery. the battery was unbalanced by aprox. 78mv (millivolts?) it seemed to be doing fine till it got down to about 24mv then it started going back up. i noticed one cell was 4. somethin volts and the other was 3. somethin volts. the higher cell kept rising and the lower cell appeared to be going down???
the first time i balanced a battery a battery on this charger that was unbalanced by about 70mv took about 22hrs

also it appears that the charger is trying to balance the 3 digits after the decimal place. ie; 4.129- 3.188 balanced to 4.129- 3.129 and when it gets to that point it starts at 998mv unbalanced.

i'm new to this lipo charging stuff and i'm at a loss

If its not doing any better than that, you need to talk with the place where you bought it. Thats not supposed to be happening.

A 2S shouldn't take more than a few hrs to balance even with a 73mv cell imbalance. Cells should wind up only a few mv diff with both at or near 4.2v. I suspect there is something wrong with the charger.
