Converting a comp. power supply. Only 1/2 voltage

I have a few computer power supplies and I was going to try and make a power supply for my charger. I was messing around testing voltages and it looks like I am only getting 1/2 the voltage I should be. The 5.5 is like 2.25 and the 12 is 6. All three power supplies were the same so I am thinking I just don't have something hooked up right. Any help?

Do you have the green wire jumpered to black? When you're checking voltages use a black wire for the negative on the meter. Other than that ???

here are some older threads with links on how to do that.

i havent gone threw all of it, but i think the biggest thing is to ground the green wire to turn it on and make sure there is a load on it already or it failsafes off when you plug something in.

sorry if thats not any help.

Ive converted a couple power supplys and the main thing is to put a load on the 5v rail to bring the power output up on the other rails. You can add a few lights or just a decent sized resistor. Think a 10ohm 10w should be fine. If youre getting a voltage reading, the PSU is on so I doubt the green and black "on" signal is your problem
