Default Do all chargers not fully charge Lipos?

I am confused. Should all chargers not balance Lipos? My EV-Peak CQ3 charger would not balance 4 of my 2S Lipos but when I used them on LRP Pulsar Competition Touch Charger all balanced out well.

Many B6 like chargers have the option to charge with or w/o balancer. before the start of charging you can choose several options to charge and discharge, The 1st option is mostly a charge w/o balancer.

that CQ3 charger isn't bad, it should balance, did it give you an error message or something?

No errors. It would run for 120 minutes (as specified by me) but would not balance. Whereas LRP Pulsar would balance in max 80 minutes and finish.
