speed passion motor question

Would the Speed Passion V3 3500 competition motor be ROAR legal if it had the sensor board Part No.# SP000268 installed ?

Ok thanks, sucks to open a whole thread just for that but I emailed speed passion 3 weeks ago with the same question and no reply.
