Sidewall is ok to glue, they're talking about the actual tread area that contacts the track. Horizontal surface. Sidewall is vertical.

#5 rule updated on 07/02/2019 - Electronics must be mounted in the general chassis locations outlined in the instruction manual of your car, especially STEERING SERVOS. You may move around receivers and ESC’s in alternate positions if room in your car permits on the MAIN chassis deck only. In cases where a “Shorty” battery pack is being used, where chassis space is freed up, the ESC or Receiver may be repositioned.

Looks like rules aren't necessarily rules here. This rule has been in place all year only to be changed just before the finals. I call BS on this. Making changes in the middle of the season is questionable. If you want to change a rule, change it at the beginning of the next racing season. This sounds like a change done as a favor. Let's change motor rules right after qualifying during the finals too!

My understanding was that the original rule was intended for people mounting electronics in “creative locations” such as the side of mini gear boxes etc. I believe this is a clarification as it wasn’t intended to restrict people using shorties from balancing their cars if they have space on the main deck where the electronics can be mounted.

Well the timing is just perfect.............rule changed right after I UNDO the esc behind the shorty and going back to the original position based upon what the manual designed to (TA05). Oh well....at least, TCS does show the effort to clear the unclear.

My M07 was deemed ok, and legal by Fred early last year after the rule change.

Default TCS Finals

The TCS Final was a great experience! It was held at one the best facilities in the country. Thanks to Tim(Hobbyplex), Fred, Tony, the Hobbyplex crew, and the Tamiya staff for a professional, well run race. If you missed it, then you missed it! There was good hard racing, with really good atmosphere. Everyone was so friendly. Can't wait for the next one.
