Put NJ back in the North East section where it belongs.
Change forum leaders name colors to make them easier to identify.
Lastly, only allow people to have 3-5 active for sale threads at once. (Nothing sucks more than having to scroll through 2 pages of one guy bumping all his for sale threads. (If nobody wants your crap in the first week, they wont on week 2 either))

Less sass from the mods. I've modded. I still mod. I help run one of the largest gaming communities in the world. Sure sometimes people suck and it gets under my skin. I am, however, a representative of the site I mod for and remember that before I respond to anyone.
Agree that for sale should require pictures of some sort. If you look at RCGroups, their stuff is on point.
The "honest hour" think is probably a good idea. Agreed, a lot of folks probably don't really understand how much time modding takes up but if one doesn't want to do it they simply shouldn't. Criticism (constructive) is NEVER a bad thing. It's a way for the community to grow and become better for everyone.
I like the fact that the site is mostly text based. Nothing worse than a million pictures taking up space here.
I wouldn't change much tbh. I think the site is great. I appreciate the rules here, even when I've been slapped with a temp ban myself, I respect that. Making fun of people because they don't speak great English isn't cool tho, dude probably speaks more languages than the person making fun of him/her. It's a little embarrassing tbh.

Website updates might be more harmful, a forum I was part of did upgrade to VB version 4 and the issues and bugs were too much. The RCT site itself is light and simple for good reasons, the issue is advertising as always. There's still some stuff that can be done to make it better though.
It feels like a good boat, that happens to let water in. Once the pumps get tired and the water continues to get in it will sink

I would... Clean up the electric off road section with more sub forums like adding a motor and ESC section and maybe adding a few others as well. There are so many threads there it's pretty difficult to get answers sometimes. Also allow us to elect whether we want to be logged out automatically. Some forums have that as an option that can be turned on/off in the user CP.

Lower the minimum number of posts required to sell something. I've been on RC Tech for years and am mostly a voyuer. I only post things that I need help with, rob help people out, or am trying to buy something.
I realize you're trying keep away the hustlers but its a barrier that the Facebook groups don't have. Don't get me wrong. I love RC Tech and you do a great job!
Thanks for listening!
