How can I do an avatar? What is the size limit? How can I change a pic to be the correct size?

I couldn't find what I wanted in that thread. I was wondering how can I making a moving avatar yourself. Like if I wanted to make an avatar showing different things like it goes from Novak to Team Xray to other stuff you want on there.
