Default Processing of PM reply edits is really sick. Can it be fixed?

I review my messages before sending and have found the updated system is doing sick, ugly processing of the PM reply text.

It puts the [I have to type this without the real HTML] 'left arrow' b 'space' 'slash' 'right arrow' in between paragraphs, then, when I preview the text, it changes those to the HTML quotes 'ampersand' lt b slash 'ampersand'gt, adds another set of 'left arrow' b 'space' 'slash' 'right arrow' and then expands those again if I preview again, adding more and more garbage each time I preview to check corrections or additions I have made to my text

Is this why it seems like nobody is replying to sent pm's?


Updte April 15.
Seems to not be the issue I thought it was.
