They are the Kustom Shop mini skull mania set from www.TCPglobal.com. They have 3 different sets.

I just mixed Createx opaque white and black untill I got something close to the picture. I didnt keep track of how much black I added. Just add a little at a time and test on a scrap piece of lexan.
