For those that have Adobe Illustrator and Photoshop, the following is a quick tutorial on how to make templates.
Open Illustrator and create a new document. (8.5x11 inches) Portrait or Landscape, depending on the layout of the image you are tracing.
2-Under "File" select the "Place" option.
3-Search for the image you will be tracing on your hard drive and open it.
4-The image will automatically be centered on the page. Depending on the size, resize it to fit the page or the area you want to trace.
5-Under the "Layers" window create a new layer. Layer 1 will have the image on it. Lock this layer so you do not alter it when working on the artwork.
6-Select Layer 2, which is on top of Layer 1, and begin creating your artwork.
7-Using the Pen tool, trace over the vehicle. I usually trace around the entire perimeter of the vehicle first and then go inside to add the details.
Don't go to crazy with the details. Remember, this is just to conceptualize. It is not meant to be a work of art.
The pen tool by default will make straight lines if you just click from one point to the next. In order to get curves, first click to create your first point. When you click to create your second point, keep the mouse held down. Then simply drag the mouse in any direction to create the desired curve.
Remember, a circle is created using 4 points. If you are tracing a wheel well for example, do not try to do it in one-shot (2 points and arching the line). You will need 3 points since you are creating a moon shape. Click on the bottom of the wheel well, then the middle top of the wheel well and finally the other bottom side of the wheel well.
See Diagram
This Simple theory will cover most of your arcing needs. The shape or degree of the arc is up to you.
Another trick I use is by making the line I am creating red in color. This way, it is easier to see and make adjustments when creating the artwork. When you are done, simply select it all and turn it back into black.
8-Once the artwork is done, Select the entire Artwork and copy it. (cntrl+C)
9-Open Photoshop and create a new file. 8.5x11 inches, 72 DPI in grayscale.
10-Once the file is created simply paste the artwork in memory. (cntrl+V)
11-In the "Layers" window "flatten" the artwork. This will allow you to save it as a jpg.
12-"Save-As" a jpg using your desired compression settings.
13-Done.

I'm also a lot more comfortable with paper and pen, pencil, marker, etc, than I am being artistic in photoshop. I'm getting there, but it's hard to split time between working, learning and painting for hire.
I'll keep working at it, but in the meantime, thanks again for the template.
