Parma Fascoat or clear enamel?

Which works better for keeping out water and fuel - ParmaFascoat or clear enamel? It will be over Parma paints. There brochure says to use enamel - will Fascoat work just as well?

The enamel will most likely crack. FasKoat was designed for just this purpose.
