hpi .15 rs4 3 engine question

I just bought a hpi rs4 3 and it started the first time but it ran out of fuel so I filled it up and I tried to start it but it would'nt so what do I do and just to make sure is the gear that makes the wheels move supposed to rotatae every time I start it or only when it is fully started? :cry:
