The engine runs fine for most part and power is OK or good, runs a little hot like 280's, plug is ODonnell 97 turbo, could possibly be the 99 but think their 99 is standard and 97 is turbo version of the same plug. The head clearance is .024", have also tried it down to like .017". The problem I have is when fire engine up and engine is cold idle is super low and bad quality and dies, turn idle speed up until it sounds good then go run car for few minutes and bring it in to tune engine or check the temp and idle speed is really high, turn idle down until it sounds good, bring it in again later and idle is high again. Then shut engine off, let cool down and start it up again but back to square one, idle super low and bad quality. I've put new fuel/pressure lines on, resealed the carb, backplate, fuel filter, the metal inlet things on the fuel tank, made sure the rubber gaskets from engine to manifold and manifold to pipe fit tight and looked good, new plug and am lost as to what could be the cause of this. So any ideas are very welcome and thanks.

I dont know what car you have but i ran a soldering iron around the seem of the fuel tank (plastic to plastic join) so that the plastic would melt and not have an air leak

That could be your problem.
