Depends really what you want.
Comparing the Flash vs 353:
Flash has better bottom end, less top end.
353 is the opposite - more top, less bottom.
Go for either of the tuned versions, 353 if you want more top end, Flash if you want some more bottom end.

What is the difference between the blue 353 and the purple 353?

I think the blue head is the 2008 version, purple head is the 2009 and/or 2010 version. Purple is better.

I was shopping around for a bad bad motor for my sprint car and this is what sold me on buying a 353 race C tuned.
"After the release of the 353 RACE 12 back in 2006, the R&D team at NOVAROSSI WORLD S.r.l. has, in conjunction with their world class drivers, steadily improved the pinnacle of the .12 competition engine market. The First improvement came in 2008, when NOVAROSSI WORLD released the 353 RACE 12/08, which was a identical copy of Dario Balestri's European Championship winning 353 RACE 12. Then in 2009 the 353 RACE 12/09 was released with new tuned parts and improved engine dynamics. Now, NOVAROSSI WORLD has again found room to improve the already impressive 353 RACE 12 engine with a hand tuned crankshaft, a ceramic rear bearing and new laser engravings. Testing various iterations of different components, NOVAROSSI WORLD has now developed the ultimate 353 RACE 12 without making it an outlaw."
Its 44,000 rpm tells me that the top end runs real hard too. Cheers

Well the "tuned" version even sounds different to the standard version, and yes the 353 is KING on the top end!

What about a JPEAGLE TL3 .12 BLACK VERSION?

Can't go wrong with that one! Basically the same as a Novarossi, just not! Like RB - different brand, but made in the same place as Novarossi engines are made.

The jp eagle tl-3t has more top end than all the novarossi motors 353, +12sct etc but less bottom end. The Murnan rb m3 has the most bottom, mid and top end of any .12 on the market. Trust me I have had all of the motors that I spoke of. Rb m3 is the only way to go!!!!!!! However the max xxl3 b would be my second choice. The jp motors have the most topend but lack the lowend of the other motors. Hope this helps.

For example, I've seen one Murnan M3 and I (and many others) wasn't impressed. It might be that it was just a bad engine (can happen to the best) but I wouldn't call it the fastest engine based on what I saw.
Don't know if it just was a bad engine, engine doesn't suite Euro tracks or just a hype.
For 99% of the drivers a tuned Nova-based engine is more than they can handle, to have it then modded is a waste of money imho.
