Yes, you have to keep the button head on the same height so you must take away the same amount of headshims.
No, you will not loose bottom power that much (maybe even not noticeable), one shim of 0.1 or 0.2mm can make a difference in feeling in the top range. It is easy to give it a try and to go back.
