Default Question about crank turbo scoop!

one of the photo show that the turbo scoop is connected while the other is not! If i not wrong last time most the turbo scoop is not connected is bec of the EFRA rules. The turbo scoop is to improve the mixturn flow in the engine "hope im right" but what i wanted to ask is does the connecting of the turbo scoop really makes a lot different to the engine power???

Just a quick remark.
The turbo scoop not being connected with the crankhole, is the old EFRA rule.
This is changed last year, and EFRA and IFMAR are the same now, so it is allowed to have the turboscoop connected with the crankhole.

but connected and non-connected turboscoop really makes a big different to engine performance?
