yeah the ceramics will make a hugh difference

If it is able to compete depends on which level you're racing.
On clubraces i can compete and even be the fastest with the p3l, even when there are guys running RB r3RC and 353 engine's because they lack the skill to get everything out of the engine what's in it.
But on national or European level i must use my Max xxl3 otherwise i lose out on the long straight. Then a lot of guys are running factory engines so i need something special aswell.
But for the money the p3l is perfect, first time i ran it, i orded a second one right away.

I have the Eagle Black version and it is faster on than the PL3 black on flowing tracks.....

Never seen an Eagle stock version... IMO you are better off getting the Black version of any JP....

There is no Tuned version, only Stock (Silver case) and Black Modified.

the eagle tl3-t is stupid fast on top end but i was wrong the p3l with 2620 is about just as fast it has more bottomend than the eagle tl3-t dont be fooled buy the price of the pl3 i was it is worth the money but if you have deep pckets than you can go with the jp eagle t-l3-t or max xxl3. I have the eagle tl3-t but for real while the eagle has a little more topend the xxl3 has a better all around powerband bottomend to topend and it makes runtime with out much problem.

Yes and then put .1 mm shim under the sleeve and cut the piston on the intake side and you will have the fastest engine on the track.
I reached 109 km/h with mine p3l modified. But if you use it like this you will notice a big performance loss after about 5 liters of fuel.

Thanks for asking these questions as I am also looking to get one of these engines in the very near future.

My personal opinion,
I have the First Line 3PL 2009 edition with about 2 Gal. on it, The track I race has about 250' straighway and there is not a minimum difference with any plus 12 or 353 Tuned. got the same top speed. (if your gearing is right)
You can't go wrong with this engine... price & performance are just right
