Default Torquing head screws - torque wrench or not?


just wondering about torquing down head screws on an engine... is there a point in doing so with a torque wrench? Or is a screwdriver good enough? I can get a screwdriver-type torque wrench for about $30... so I'm wondering weather I should get it or not...

Also, are the engine head screws rated? How will I know what value I should torque them down to?
