Default Ofna chrome top power panel trouble

Firstly I hope this is in the right section, it didn't seem to fit in any of the others.

Anyway my problem is that the power panel on my newly built box is giving me 10.5v at the glowstart posts, I've got the wires for the panel connected to the charging posts on the side of the box but am not sure if this is right as the instructions don't mention the power panel.

Can anybody shed some light onto whats causing this?

Not to worry my voltage shows 12volts, it scared the hell out of me when I put it on a glow plug and it shot sparks. I thought something was wrong so I turned down the power on the panel for the plug but it still sparked, so I have gotten used to it and it seems like the more it settles in with plug the less sparks comes out. Now I don't even pay attention to it.
