Default SH .28 Engine query

Can a pull start cause an engine not to run? My mate replaced his pull start on his .28 engine. The new pull start is a bit smaller and does not have the
Pull-Start Cushion Spring (not sure what this does) it could be for a .25 engine. The engine starts but it switches off, full throttle seems to bog , I am not sure if it is just needle settings or the pull start causing these issues, because before he replaced the pull start there were no issues. There is a space between the pull start and back plate , is that ok?
