Default Brand new OS B2103 Type R bearing won't fit

I bought my son a new OS B2103 Type R for a new buggy kit he is building. The crankshaft has a black type of coating. He tried 5 x 10 4 bearings for the clutch bell and they will not fit on the shaft. I bought more 5 x 10 x 4 bearings same result. We used a micrometer on the shaft and it is slightly larger than 5mm. Any suggestions? Is this a first time occurrence? Does this motor require a larger ID bearing? Did they over treat the shaft and increase the OD?

Thanks for your thoughts. We will call Horizon. Bought the engine from Amain, and will call them as well.
