Need help identifying
 
I know its a NTC3 but can anyone tell me who made the engine? Its a Dirt Oval racer.

There are no marks or graphics on the engine. The crank case is nothing but fins and the back plate is held on with flat head screws!

That's an Axe Rossi motor, they came out with them around 2002 but they stopped making them...
