Questions?? New to RC advice needed on NT1


I am new to RC with the exception of a Tamiya electric buggy I had when I was a kid about 20 years ago...... I am thinking of picking up a 1/10 nitro touring car and I think have settled on the NT1, I know it is probably overkill for a beginner but I really want a kit that needs to be put together, saying that, I have put together the following set-up and would welcome any comments or alternative suggestions to what I have selected.
There is a local club that sets up a parking lot track on the weekends so I would definitely take part in that when I have the chance, but I will probably also use the car on the street from time to time (nothing too crazy), I realize that there is the risk of damage to the belts/pulleys from debris but I canít find a shaft driven chassis that is not RTR so I guess I am stuck with this.
Anyways, here is the set-up I am thinking of going with:

Xray NT1 2011 specs chassis
RB concept Touring Junior 11 with 2668 tuned pipe
Spektrum SPM3300 radio
Spektrum S6020 digital high torque servo (throttle & brake)
Spektrum S6040 digital high speed servo (steering)
2300mAh 2S LiPo receiver pack
Voltage regulator for receiver pack
Hudy Star Box 1/10 starter box

I also have a couple of questions:

1. Do I need to install a fuel filter?

2. Can someone suggest a set of rubber tires that would work for street/parking lot use? I will also pick up a set of foam tires for racing.

3. What air filter for the engine would work?

4. Do I really need a set-up station or can I get by without one, at least in the short term?
