Default Throttle stuck only when engine is running.

So I have a Thunder tiger VX and I'm having problems with the throttle. I amn the original owner and bought it new.
When the car is off all eletronics work fine and when I turn it on it works fine aswell but when I give it full throttle, the throttle gets stuck at full and won't go back. In order to get it back I have to either turn the engine off or have to manually push close the carb with my hands( it is stuck pretty hard like a and has a spring affect( if I only close it half way it keeps pushing open, but if I fully close it will stay there).
What I can't wrap my head around is when the engine is off the carb won't get stuck even if I close it hard with my hands and the problem only happens when at full throttle. So help me out guys.

What Radio yuo useing?? EPA Adjust May fix the problem.

I'm using the stock Jaguar T2P AM radio.
