Is the fuel tank offset to counter balance the the Header/tuned pipe?

Nope. It is offset to allow the big 5-cell racing battery pack to sit on the center line of the car. Most of us run with different types of Carbon fibre chassis with the tank located in the center with the battery between the tank and pipe.

Some people use Penguin but they are not great quality. I make my own Radio Plate which is being released on the market now. Just waiting for the weather to clear to test the new batch from my manufacturers.

They are nice and dont need any modifying to allow them to fit proper like the Penguin versions.

Does the offset fuel tank impact the cars handling at all?

I think it does. It may not be really noticable but as the tank empties that side of the car is surely going to lighten and transfer weight to the other side of the car.

Personally, I think that the tank should be in the middle of the car. The battery may be heavy but at least when you balance out the other side it doesnt change throughout a run.

With your top plate, where does the battery go?

Depends on which battery you are using (standard 5 cell pack or a AAA 5 cell pack). You can mount the standard pack only between the tank and pipe. But with the smaller pack you can mount it where the receiver goes and mount the receiver between the tank and pipe.
