Default Those wheel discs?

in the worlds in miami some of the drivers could be seen running their cars with external discs.
(in the inset is the cover rear wheel of Lamberto collari)

And also the Mugen mrx-5 has discs on its hubs that sit on the inside of the wheel.

My question is why were they using them?
