Default Kyosho RRR, common to be missing parts?

As I'm building my Shimo Edition I have come across 4 missing pieces:

They are on page 23, step 24, the adjustable stabilizer.
2 adjustable rods and 2 shock ends.

Bag 8 only had 2 adjustable rods total and 2 shock ends total instead of 4 of EACH so I can't complete step 24 since the ones I did have were used on step 22.

Is this common? Should I contact the place I bought the kit from?

There are only supposed to be two of each. 2 shock ends (the hole goes all the way through). That end snaps over the round end of the rear stabalizer bar. 2 ball ends/cups (That end goes onto the ball stud in the rear a-arm)

Half correct, I think. I did those but now there are supposed to be more to connect from the other ball studs on the rear a-arms to the adjustable rear stabilizer (in addition to the regular stabilizer bar you mentioned). That means 2 MORE adjustable rods, 2 MORE shock ends. I have the other 2 ball cups.

EDIT: OMFG, I'm such a newb LMAO! I *thought* pieces were missing because I didn't understand that you CHOOSE between which types of stabilizer bars to use, not have both installed at the same time OH:
