It is not "normal", angled "forward" is more normal..... it is to get progressive caster....

I cannot set any angle on the lower wishbones of my 966. I change only the upper arm in the front. I have made this adjustment to my 8th scale after running the Xray electric touring cars where you can adjust the angle of the lower arm in the front and rear.
