Comes down to your tire truer motors and your power supply.

Hudy's allow you to regulate the cutting speed.

I cut brand new foams (65mm) down to 61mm in one cut.

i will usually take off 2mm at a time for better cut...but if i'm in a hurry...as much as the truer will handle....

It won't chip if you have a nice sharp bit. I found the Hudy bit is really good as I am the lazy type and alway cut new tires down to 59mm with one pass. With cheaper bit the tire may chip or show an uneven "wave" surface which you need to fix with a hand file. But with the Hudy bit it is a very nice even surface and no hand fixing necessay.

On my Hudy truer and bit, I've cut my new sedan tires down to 58mm in 1 try. With the Hudy truer, you can control the speed which helps a lot. When cutting that much I go as slow as possible and on the cut on the way back, I speed it up. I trued 2 full sets of sedan tires in about 15 minutes. Like they said in the previous responses, it depends on the truer, bit, and power supply.

No, not all. It's made for a Hudy truer but it can be modified to fit some other truers. Don't know about all though. For mine, I have an Integy truer and it's made for saw blades which are very thin. That bit is too thick to fit into my truer. So, if I got one, i'd have to use a dremel or something like that, to make the bit thinner to fit my truer. Lucky for me, I found someone that makes a thin blade like that which fits my truer perfectly. Not sure about your truer though. Hope that helps.
