Default rim and tire diameters

for a project I have I need a set of wheels that have a total diameter *(wheel and tire) of about 32mm (1 1/4 inch)

and another set with an overall diameter of about 45mm (1 3/4 inches)

are these sizes achievable with tires and rims???

any answers would be nice. thanks
