It's supposed to move - it wouldn't be an anti-roll bar (sway-bar) if it didn't.

It should pivot, and even slide back and forth. It should not move vertically.

Using a shim or small washer will make this happen quite well.

If you cinch it down so that it doesn't move at all, it's then merely a spring, not a sway bar.

yea, forgot to mention that. The wire must able to rotate for anti-roll effect. If you secure the screw too much and locked the wire completly, you lost anti-roll effect. So it must be secure to a certain level where the wire able to rotate, but not moving up/down, if possoble, limite the left/right movement as well.

As TTSO said, you wind the bottom ball on the front, in or out to get the desired trackwidth.
In your kit, there should be a plastic tool (part #1719), its used for measuring the standard trackwidth it also doubles as a ride height tool.
When you adjust the trackwidth, make sure that your CVD`s are still seated properly in the outdrive cups.....if you go too wide a trackwidth the CVD`s will come loose.
Cheers
