Default Novarossi 9886 question

I have a Novarossi 9886 off road pipe. Would it work for on-road if I'd only change out the header?
I saw an on-road 9886 online and it looks identical to mine except for the header..

In the past we used this pipe also for onroad, by then better know as 086

It is a 2-chamber pipe and is normally banned in the onroad.
The quality of an answer comes with the quality of the question.
