The outer screws with the springs are for adjusting the shift point so always adjuts the equally and not on one side only.

Put teh shoe in the 2 speed housing and turn the grub screw till the shoe just touches the housing then back off the grub screw so the shoe spins freely but with minimal gap.
Once this is done you can fine tune your 2nd gear change when running the car. You will notice teh gear change will be a lot smoother and quiter.
after adjusting the grub screws for minimium shoe gap to the housing; both pieces of the shoes will separate with a slight gap, is it ok?

I just use the grub screws to get a nice perfect fit into the housing,get it so it just does not fit then back the grub screws off and get that perfect fit adjust both tension screws the same and get the shoes with a gap of no more than 2mm when you pull the shoes apart with you fingers.then on the track adjust both your tension screws the same and set the engagement where you want.
